Exigir documentação da transportadora, declarações de cibersegurança e limites de responsabilidade específicos do local para os Lotes A e B.
Definir regras de preços transparentes: associar o Lote A a um índice composto com um limite anual de 6%, o Lote B a uma fórmula mensal (base + sobretaxa dinâmica associada a índices de combustível e atrasos meteorológicos) e o Lote C ao mercado spot em tempo real com uma janela de adjudicação de 24–48 horas. Incluir créditos por janelas perdidas e sanções pecuniárias compulsórias por entregas críticas falhadas.
Utilize KPIs de fornecedores e auditorias: realize auditorias trimestrais de desempenho, mantenha telemetria GPS a bordo e exija documentação de prova de entrega dentro de 6 horas após a entrega física. Penalize as transportadoras que falhem nas auditorias duas vezes num ano contínuo, rebaixando-as do Lote A para o Lote C.
Gerir o inventário e agendar em conjunto: aumentar o inventário de segurança em 3–5 dias nas rotas transferidas para o mercado spot para absorver choques de curto prazo, e diminuir a segurança assim que a volatilidade spot cair abaixo de 4% semanalmente; nomear os planeadores responsáveis por cada rota e registar as decisões num registo partilhado no site de transporte.
Sinalização de fatores macro: mudança para mais compras no mercado spot durante o abrandamento da procura ou quando as encomendas de camiões novos diminuem e surgem sinais de recuperação (ex.: utilização em baixa, número de camiões a diminuir); inversão para contratos quando os indicadores prospetivos mostram uma pressão ascendente sustentada ou uma movimentação de preços de longo prazo esperada.
Abordar a complexidade transfronteiriça e das exportações: exigir aos transportadores prova de experiência alfandegária por país e especificar janelas de corte de contentores/embarcações; para rotas com desalfandegamentos frequentemente atrasados, favorecer contratos mais curtos e maiores alocações spot para manter a flexibilidade.
Proteger operações e dados: incluir cláusulas de cibersegurança em todas as propostas, exigir relatórios de testes de penetração de terceiros anualmente e ampliar o âmbito das auditorias para abranger as APIs utilizadas para a marcação de consultas. Excluir transportadoras sem documentação válida, a menos que uma chamada pontual de emergência seja a única opção.
Choque de preços e regras de absorção de custos: estabelecer uma cláusula de choque partilhado onde as transportadoras absorvem os primeiros 3% de movimento ascendente dos custos de combustível, os expedidores absorvem os 4% seguintes e qualquer remanescente desencadeia um novo concurso no prazo de 14 dias. Evite transferir choques totais para os seus clientes, incluindo a partilha de custos em camadas nos contratos.
Manual prático para a transição: executar um relatório semanal de saúde das rotas, sinalizar rotas por incumprimento de limites, iniciar um período de 7 dias de pesquisa pontual com transportadoras pré-qualificadas, concluir a documentação/auditorias em 10 dias e, em seguida, renegociar contrato para o Lote B ou retornar as rotas ao Lote A assim que as métricas estabilizarem.
